Most of the items listed on that fuse have relays. There should be at least one power distribution box in the engine compartment and possibly one in the cab, maybe passenger right side kick panel. The owners manual should tell you where and provide a diagram and listing.
If a relay is hung in the on/conducting position it's possible depending on how it failed internally it could be causing a short on that fuse/circuit.

Troubleshooting tip, check for voltage between grounds, ground/negative connector on the fuse and the ground/negative a device or switch should produce zero voltage (system must be turned on/powered) bad grounds can cause fuses to blow because the bad connection changes the circuit by introducing resistance, this causes the amperage draw to increase.

If you had bothered to read the WHOLE thread, you'll see he's already been told what to look for.

Oh really? I read the entire thread. You only noted the DRL relay. There are other relays on those items. But hey you clearly got the OP sorted out.

US Models in 1999, 2000, and 2001 does not have the DRL relayblock installed. You can confirm that if you wish by inspection. Remove the plastic oval on the top passenger side of the dash. (It just pulls off best with fingernails and firm upward pressure, held with spring clips, just pulls off. Once removed, look in the oval about center (just left of center, slightly toward the steering wheel). You will see a cylinder connector, that has a dummy plug installed in it, with a SINGLE orange loopback wire in it. That plug is where the DRL relay block (when present) installs The DRL relay block box looks much like the present Parking relayblock box. Its a small approx 4x2x2 inch black plastic box, with 4 mini-relay positions. If the LOOP BACK connector with the 1 SINGLE orange wire is present, then the RELAY box is NOT present. If the replay box is present, than instead of the LOOPBACK PLUG, the same connector will have the relay box wires and you can trace those back to the box. But US Model in 1999, 2000, 2001 are not equipped with the DRL relay box. Only Canadian models are equipped with the DRL box.

This shot shows a DRL relay box installed (the black box in the background) with its cylinder multipin connector, and the Loopback plug that normally replaces it (held in hand). Note the single looped ORANGE wire at the center of the hand's "O" here.

Loopback plug, showing the single ORANGE loopback wire from back.

The DRL box installed, connected at the DRL connector, with the loopback PLUG displaced.

In this shot, the, from RIGHT, A/C air flow conduit, parking relay box, and then the DRL relay box behind the connector. Normally, in US Models, the DRL box is NOT present.

This is a picture of the PARKING relay box which IS present in US Models. The DRL relay box is immediately to its LEFT when present, but normally missing in US models.

The DRL Relay box at scale vs. Penny and 9V battery, at top left. The Top Right is the DRL resistor, installed at the front driver's bumper on equipped models.

I noted the DRL relay as "IF EQUIPPED". It is the ONLY relay that is fed by fuse F05 and then, as MesaGuy noted, only on Canadian trucks.
