Any Ford Techs?

Would a pcm reflash be recorded in the service history?Could this info be had with just a phone call and a VIN?I want like the version number for a xcal.
If not would a dealer be able to just plug it in and find the code?

I don’t think it can be done over the phone the dealer has to read it with the WDS. Make sure you make them give you an “Authorized Modification” sticker too

is it not on the sticker on the PCM itself? If reflashed, they're supposed to put a new sticker on it, although it's been proven they don't always do that.

I needed the same thing for my X Cal, The dealer had put a modification sticker under the hood, but he put the TSB # on it not the reflash Part # that Anita needed for the X Cal. So, I drove down to the dealer told them I needed the actual part # for my records, the service writer wasn't sure if one existed but took me to the tech to ask him. The tech hooked my truck up to his comp. and in 5 min I had my Part #. Now I'm just waiting on my X Cal.

The actual recalibration act would be noted in your truck's warranty history, but the new module part number wouldn't. That's why the dealer is supposed to install an authorized modification decal with the latest PCM part number. That and they're altering an emissions related component under directive of Ford, federal standards and all.
