The write-up said it will impact the ratings of the hybrids and such vehicles the most. I suspect it will have a fairly large impact on the ratings of multi-displacement engines. There seems to be a large difference between the EPA ratings and actual MPG. Motor Trend has a new Yukon in the long term test fleet that is rated 15/22 and they have averaged 11.9 so far.

The funny thing is, I get better mileage than was on my sticker. I am sure it is because 4x2s were averaged with 4x4s or some such non sense. I read somewhere that even the high mileage sedans were affected by the new ruling. Some were claiming 30 mpg when in actual driving, it was about 25.

Your post isn't even that accurate.
The EPA is not based on 55 mph as the test loop has a maximum speed of 45mph.
It also includes;
No A/C.
No Blend Gasoline.
No Freeway.
No high temperatures.
All of which is not important. The EPA 'test' was and is a COMPARISON, not an estimate, much less a guarantee.
The EPA has finally admitted that US citizens have such poor educations that they do not know what a comparison is. Thus they think the numbers on the sticker represent actual miles per gallon.
Of course the change still won't help. People will read the new number, also not based on how the average idiot drives, and expect to get those figures.
That's hot rodding from take off, exceeding the speed limit, running with two low tires.
Gee, why don't I get EPA? Must be fraud.
All my cars exceed EPA comparisons. They always have.
Even easier when I drive it to EPA loop requirements.

The numbers are a comparison based on a fleet. They say nothing about what kind of mileage Bill Brown or Sally Smith will get. They are not supposed to.
They are supposed to tell you how A compares to B, not what Sally and Bill will get with a truck. There was a serious problem with hybrids, as the test models did not take into account the fact that hybrids get WORSE mileage on the freeway than regular cars. They are designed, intended, built as around town drivers. But people that don’t really know what they are buying use them on the freeways…

Its about time that they make the numbers more like the "real world". The only vehicle that I have ever seen get the EPA est. is my parents 2006 VW Jetta TDI, the window sticker said 39mpg hwy. My mom got an average of 43mpg driving to work and back everyday and I got 48 mpg on a road trip that I took it on. Thats the only time I have ever seen a vehicle get anywhere close to what they are rated at.

I have three Ford products that I still have the window sticker for. The all get around the city rating IN THE SUMMER and in the country where we don't have blended gasoline. On the highway, two of the three will exceed the highway rating by 1 MPG and one will meet it IN IDEAL CONDITIONS. I drive with a very light foot when I speed up and slow down but I drive 5 MPH over whatever the speed limit is. If I really try, I can do a little better with the cruise off but it's not worth the effort and concentration.
