Is there sufficient room to get your hands in there to mount a set of lights on the bar while it is installed on the truck with the license plate relocater or do you have to remove the bull bar?

 

Plenty of room to install the lights with the bar on. I did it with not problems. However I dont have a front license plate so I dont know how that would alter the install.

You will just need a deep socket to tighten the lights through the bottom of the bar.
