orange peal / think paint on rockers / below sight line

Anyone else have suuuper thick paint right below the sight line? like on the lower rocker panels?

Is this normal - looks orange-peal - but almost like it was purpose?

2010 FX4 btw.

I have it on my 04, i think its there to prevent chips from rocks. Not sure though
