No you do not have to be moving. My guess he has a problem somewhere, but not sure where. Could be with the IWE system. Not as likely the TC if it will into 4 lo. As it is under warranty, I would suggest getting it to the dealer.

These on the fly 4x4 can be finicky, you can be stopped and moving with foot on the gas and it should work. But ive been stopped and it wont pop in right away sometimes have to wait a second or back up a little.

If yours will not go into 4hi when stopped, then you have a problem with your system.

On page 304 of my 2010 F150 FX4 manual it states the following:
Shifting from 2x4 to 4x4 can be done at any forward speed. This indicates that the vehicle must be moving at any speed. It also states that the foot must be off the gas to make it shift smoother.
To shift to 4x4Low, one must be moving less than 5 km/h.
It also notes: Do not shift if the rear wheels are spinning, damage may occur.
Me ... if there is a posibility that I may need 4x4 Hi when I am off dry hard pavement, I always shift into 4x4 Hi. This makes it easier for ME ... of course it's your vehicle and your $$$$'s. I have a tendancy to follow instructions
