Don't waste your time, more importantly, your money on mods that are marketed to increase gas mileage. Many of them don't increase anything except for the size of the void in your wallet.
FWIW, 'reasonable cost' can mean anything. We have no idea of knowing what you consider 'reasonable' unless you let us know. Barrett made an excellent suggestion as some people (myself included) reported decent increases in fuel economy after using a programmer. However, a programmer shouldn't be purchased if that's the only factor as it's not a guarantee.
The MPG numbers you posted are pretty typical for that engine. In order to ensure you're getting the maximum performance and efficiency from your engine, be vigilant with all points of maintenance.
If you want better MPG numbers, slow down (change your driving style), trade it for a newer F150 (if it makes sense for your budget, but don't expect much more than 20 MPG, at best, even then), or just buy a Prius.

Thats crappy fuel economy. I have the same engine and run 87 in my '10 Screw hauling kids and camping/baseball gear. Avg 17.5 in town, over 20 on highway (as high as 22.5 on a 500 mile trip) without any hardware or software mods. I do have a hard bed cover though, but im not saying it makes that much of a difference.
Yes, I've tried premium gas with no noticeable change. I've even tried the "100% Gas" and found its just not worth the price increase. I do every once in awhile get a lousy tank of gas from the same station and my truck knows it.
I use the "Miles per Dollar" calculation when purchasing gas which gives me a better idea of real cost. Ex: 17.5mpg, $3.18/gal = 5.5 miles per dollar. Helps me decide whether its worth it to drive all the way to walmart to get milk and a loaf of bread or the corner store. Come to think of it, I'd rather use my wife's Kia in case the milk spilled.
