No Tow Package but all wiring exists

I've searched high and low on the interwebs, including this site, and can't seem to find a definitive answer. The truck is a 2014 XLT EB SuperCrew, with NO tow package installed. Well, I want to tow something. My research has led me to discover that I DO have the necessary wiring for the factory Trailer Brake Controller, and I DO have the necessary wiring leading to the back of the truck for a 7-pin connector, however only the 4-pin harness currently exists. My question is, if I install the correct harness and the controller, will the dealership be able to reflash the PCM to recognize the controller, even though the truck does not have tow package?

Yes. Also make sure that they install the charging fuse for the 7plug. A lot of trucks on the road have tow packages but the circuit in the 7pin that charges the battery's on RV trailers is not connected completely hence needing to install fuse to complete circuit.
