yes im putting them on "ON"
no i dont hear any humming
nope no relay just the stuff ddm sent me
and i just tried (like it said on the ddm site) plugging piece 1 from the ballast into the OEM connector, 2 and 3 into the same location and leaving piece 4 and piece 1 from the bulb disconnected and it didn't work, i even tried both ballasts and no dice

Yea, 1 and 4 are basically just an extension. You might have better luck with a relay. A friend of a friend, who owns a shop and sells HID kits, said that Expeditions are sometimes finicky, and require a relay. Me thinks that there is a possibility that your ballasts are bad.
Should have went with VVME
Have you also tried flipping the socket when you plug it in? The wiring might be reversed?

Go grab some 9145 connectors from autozone and slice them into the bare wire. That's what I'm going to do.
