If it's bi-xenon, yes, it should come with a harness. For the fogs, you technically don't need one, but I would get it regardless. Not sure which kits from DDM they are, but some of them don't come with female connectors to connect to the OEM connectors. They come with spades instead, which you could either tape into the OEM connector, or cut off and splice with the OEM connector. If you get the harness, you could splice the spades into that, instead of splicing into the OEM connector...
I mean, I guess you could also technically just connect the OEM connector directly to the ballast, though you'd have the mount the ballast closer to the connector.
Plus, it's generally a good idea to use a relay whenever possible.

The bi-xenon does not come with the relay harness from DDM.It comes with the controller harness that switches the bulbs from low/high only.

I just got my DDM single beam Raptor kit last week and it didn't come with a harness, just the spade connectors. I didn't want to splice my OEM wiring (cheesy) so I ordered this:

As far as harnesses, if they cost the same, it's better to get the relay. Instead of splicing into the OEM wires, just splice into the relay wires.

I am looking to order my HID kits today for my heads and fogs and I have a question... The harness that everyone is talking about - it sounds like it is wired directly to the battery but is it still switched with the "headlight switch" or the "auto sensor" like our normal heads? I have never had HID's but want them so any clarification would greatly help me.

Yes, though it's not a good idea to use the auto lamps when you have HIDs. If it's dark outside, the lamps come on as soon as you put the key in the ON position, so the HIDs would turn on for half a second, turn off when cranking, then turn back on -> not good for the bulbs (they need to be on for at least a minute.)

Neither lights turn on, DDM Tuning
2006 F150 XLT Supercrew. H13 bulb.
I just ordered some 10,000k HID Bi-Xenon High/Low with the harness kit from DDM Tuning.
I installed it, I checked for reverse polarity but no.. And the problem is, neither of my lights are coming on, but my fogs and parking lots will come on. What should i do?

Check the 2 circled items to see if you're getting voltage. If not, check grounds. If not, the relay module might be bad. Another possibility is that the H13 female connector is wired wrong.
You can check the ballasts by hooking the female of the circled connectors up to your fog lights.
