it can be done but it is very labor intensive and is usually cheaper to just buy the painted bumpers from a aftermarket source.
1. 80 grit sandpaper to take all the chrome off
2. acid etching primer to give you a base to paint on.
I was going to do this to my 04 F150 and the labor alone was going to be 350 for the front bumper. So for the time being it will stay chrome. This body shop is a very reputable shop and is generally resonable on prices, they only charged me 50 to paint my roush hood scoop.
