Ok, heres the directions for Meguiars PlastX

PlastX clear plastic cleaner and polish.

Removes fine scratches, cloudiness and stubborn oxidation.

Directions: Apply to cool, clean surface in the shade. Test an inconspicuous area first. Apply small amount of product to a foam applicator pad such as Meguiars even coat applicator pad. Rub thoroughly onto surface, working a small section at a time. Wipe off residue with a clean 100% cotton terry towel such as Meguiars ultra plush super terry or with Meguiars supreme shine microfiber. Note: not for use of painted surfaces. Not for use on coated surfaces or lcd or navigational system displays. If in doubt, please contact manufacturer to ensure compatibility.

Use Plastx on: plastic headlights, plastic boat windows, convertible wondows, hard plexiglass surfaces and scratched cd surfaces.

It's the 'rub thoroughly' part... how much oompah did you use in your application?

Again, just trying to help here.

Heres some before/afters of a set of fogs I did for a customer. I used polish pad w/ dewalt drill and a headlight polishing kit from wolfgang.
