So does that mean you can remove it? I'm looking at powdercoating/painting these rims in black. If I can rip off this cap, it will be a lot easier than removing the chrome plating.

So what is the best way to clean a non clear coat chrome rim? Can you use a sos pad,magic eraser, simple green on them?
