clear coat on rims comeing off

The clear coat on my rims is peeling off and looks crappy, is there anyway i can fix this without spending alote of cash?

97 F-150 XLT EXT. CAB 4*4, BLACK
4.6L

I'm not sure, but how about just having the wheels polished?
