A tune won't effect your headlight output. Your symptoms sound like a weak battery to me too.

Battery is 11.5 volts truck not running and 14.3 when running.

11.5 V on a "resting" battery is nearly dead. It should be in the neighborhood of 12.6-12.7 V. Get your battery load tested.

The 14.3 V you're measuring while running is the alternator output.
