Question PATs truck won't fire up

I've been reading all the PATs blah blah and am guessing that's my problem regarding my 2002 F-150 XL 4.6L 4x4 truck turning over just fine and not firing up.

The "Theft" light finished blinking
blinked once
paused
blinked six times
and repeated

So what does 1-6 mean?

Thanks

1-6 indicates a U1147 or U1262 diagnostic trouble code (DTC). This usually indicates a communication problem between your instrument cluster and the PCM (the instrument cluster reads the key then communicates with the PCM to allow the engine to start).

Has anybody been mucking around with the wiring in your truck?

I'm getting the U1262 code, my mechanic says the cluster needs to be replaced because with the PCM disconnected from the cluster and the ignition on, it's getting 9V on one of the circuits. I'll be out about $700 to fix, so I'm debating fixing it. 120,000 miles on a 99 model.
