Exclamation Need help Step-Side lights and turn signals

ok, Here is my plan, going to hook up side marker lights on my side-step bumber. In doing this I want them to flash with my turn signal in the day when the parking lights are not on and flash with the normal lights when parking lights are on or even alternate.

Sounds easy, well these side markers are single filament and I have tested both the fuse box in the truck and power control box in the engine compartment. The fuse in the truck is constant on when I turn the vehicle on and the power control box in the engine flashes when the multi-purpose switch is turned on (turn signal and hazard switch).

I have found the turn signal relay below by the gas and brake pedal and the LIGHT BLUE and WHITE W/ RED wires that go to it flash when turn signal is on, there is a RED W/ WHITE that is constant yet this comes out. I am looking for a wiring diagram and if someone has any idea on how to do this please direct me or post your info.
