The silencer is inside the air intake tract, between the MAF and TB. It is there to quiet the airflow through the tube. I've not yet driven mine since this afternoon, so I can't comment on the noise difference (if any). I assume the effect is similar to flipping the air cleaner lid on my dad's Olds (oh, wait... I never did that. I forgot.)

when it comes to noise does it just make it sound louder under the hood or threw the mufflers not quite understanding this please if some one could help me understand i did the gotts mod and wondering about the silencer mod will this really help out or just make more noise underhood please get at me

The jury's out on this so far as I can tell. Some people say there's a power/mileage improvement, others say it just makes more noise. I haven't found any place where a back-to-back dyno run or mileage test was done.

I have to think, though, that removing the 2-2.5" tube in there and allowing more air to flow would improve performance to some degree. Some have pointed out that the TB is only 2+" anyway, but there are losses when air has to travel over a distance in a small tube vs. traveling the same distance in a larger one, then being "forced" through a small opening. (Think 100' of 1/2" garden hose vs. 3/4".)

I also read conjecture about removing the "smooth" pipe inside, and that allowing air to become turbulent in the larger space could actually degrade performance. (I don't buy this, myself.)

In the end, I've not seen any evidence that it provides measurable improvement, but I've also not seen any negative comments, either.
