Wiring Harness Question

I've got a 2000 Expedition that I've got some wiring questions about. I hope someone can help me out.

First of all, on my truck there is a wiring harness under the dashboard that isn't connected to anything. It isn't the one for the brake controller, and it isn't the one where the diagnostics plug in. It's on the left side of the steering column, and it's held in place by being connected to a plastic housing that is in turn connected to the underside of the dash. What is it for, and would I be likely to be able to fish a hot line out of it for use with something else?

Second, how do you get access to the lugs in the fuse box under the dash? I need to tie into the circuit for the instrument lights, but I don't see how to access the rear of the fuse box where the connections are made.

Any ideas?
