Wow-
I must call BS.
I have had 4 F-150/Expeditions and let me tell you- the 4.6L performed magnificiently.
1999- 4.6L F-150 * (Traded for the 2000 Expedition)
2000- 4.6L Expedition XLT Sport (Still have)
2001- 4.6L F-150 SuperCrew (Still have)
2003- 5.4L Expedition Eddie Bauer (18 of 60 payments paid)
I have towed trailers weighing thousands of pounds, and loaded my F-150 with a trailer and a good 3,000 lbs in teh bed, and the 4.6L did well.
I have the 5.4L in my new Expy, but aside from drinking more gas, I don't feel any more confident strapping on a 12' U-haul trailer to it, than I did the 2000.

Your Crew looks a lot like mine. Or mine looks like yours. However you want to look at it.
Also, I've got a friend that pulls a 66 Shelby Mustang in a 20' enclosed trailer with his Supercrew with a 4.6 and he doesn't have any problems.

Number 1, Ford wouldn't offer it if it were inadequate; and they certainly wouldn't offer a 6 cyliner in the previous versions of the F-150, if they were gutless and incapable of performing.
Secondly, people would have a hard time proving that the 4.6L is "weak" to me when I was yanking a 5,000+ lb trailer with a full load (2 adults, 2 20 year-old girls and their luggage and two dogs) in my 2000 Expedition down I-20 in 100 degree heat at over 80 MPH for 6 hours straight.
I mean, a Dodge, Chevy, Tundra or Titan owner may consider all Ford engines "weak", but that doesn't make it so, does it?

I work for a company that has had no less than 15 at one time ford F-150's, Expeditions and Rangers since 1986. Many of the same year, same engine vehicles had big differences in power-and this is when new. The majority of our 4.6L Exp are have insufficient power in my book. This doesn't mean you can't tow anything. But for me it means the engine really labors on hills and such that our 5.4l Exp or 4.6l F-150 would easily handle. I don't like driving up slopes on the freeway with the 4.6l sounding like its going to grenade at any time.
This is just my expirience.
