Can I Install 3rd seat if vehicle didnt come with?
Have a 97 Expy XLT (Bought Used)dosent have the 3rd seat. I would like to put one in and wanted to know if the rails for the seat are under the carpet. Also what to do about the shoulder/seat belts?

Nope.
If the vehicle was not equipped with the seat from the factory, then adding the factory seat is a real PITA.
Your best bet will be the aftermarket industry. There should be some kind of "add-on" seat that bolts to the floor and comes with its own set of belts.
