If he wants cheap and high load ratings get a set of take offs. Most of the tires from the factory are load range E like my Steeltex ATs. The traction isn't always the best, but the tire life and load rating is good. Otherwise the Nitto Terra Grapplers in 265/75/16s have either a 3000 or 3300 lb load rating. You can get them from discount tire for $115/ea with free shipping. I was tempted to run them, but I don't know how good the tread life is on them.

My Dad went and put four new Yokohama Geolander AT+II tires on his 1999 SD PSD 4X4. I think he went with the 285/75R16. I cannot remember exactly. He got them at discount tire. I think the whole bill with their full replacement warranty and all came out to around $640. He mounted them on the stock rims. He loves them and said they were the best tires he has ever bought for the price. He liked them so much he put another set on his 1997 4X4 PSD SD also. But be careful, he went to a different discount tire store and they tried to charge him $720. Go figure!
They are a load range E.
I liked them so much I went and put a set on my 1998 f-150 2wd. I went to a local tire shop here in Lubbock TX and got them all installed with a standard roadhazard warranty (did not go with the full replacement type) for $496. I love them as they look sharp and perform well enough for me.
Hope this helps. Again, depending on what you do with them and where you live (your driving conditions) you may want to go with others. I also like the Bridgestone dueler Revo's, but they were no less than $750 anywhere I went. There was another brand that had a good rating something like Timberlines...I can't remember, someone else may know about those. Just go to www.tirerack.com and look at all the tires that fit your truck, they have a feature that lets you look at customer ratings. That helped me tremendously.
