The 2000s were a decent year. I paid about 21k for a 99 supercab 4x4 with 86k on it 2 years ago, so its a decent deal in my area. It all depends what the local markets are to tell you if its good or not. Around my area back home diesels aren't as common and are priced higher. Out in areas like Idaho Falls, ID when I was there last year were quite a few diesels and the price for them locally was alot less for the same truck.
Only thing I can tell you to check on it is get some test strips from a Navistar dealer and test the SCA level in the coolant. It needs to be maintained correctly. The other thing is pull the intake line off the turbo and check the wheel for any free play. Some end play is ok, but there shouldn't be any other movement. The edges of the fins should also be sharp. If they are dulled up and pitted then the engine has ingested dirt and the block is probably toast.
