I think so...if fitting an 08 tailgate there are some minor modifications but nothing that can't be handled by the home mechanic. There have been some other threads on this so I am sure someone with greater detail will follow up on this for you soon...

Are you trying to use a 2007 or a 2008? There is a big difference between the 2 years, so you might want to do a tad more research.
The 2007 tailgate is the same as what you've got now (100% identical). The front end is different, but can be adapted. You can run an 05-07 grill (slightly modified) and headlights with your 99-04 bumper and header panel. Now if you want the whole 9 yards then you'd get the header panel, headlights, grill, and bumper. That'll run you close to $1000 to go that route on average. Also should mention that if you use your old header panel with the lights that you will have to modify your header panel to accept the deeper lights (no big deal). You'll also need an adapter harness for the new lights.
