When good bumpers go bad and no air in the spare.

Just got a '01 F-250 for a personal work truck and I was giving it my ususal going over and noticed that the spare tire was low on air. No problem I thought. Tried to lower the spare but the hole in the aftermarket bumper does not quite line up with the winch tube. No problem again I thought I was going to remove the bumper only to discover it was bolted and WELDED to the frame. I thought about cutting the winch tool and welding a bolt to the end of it so I could turn it from inside the bumper. Before I do that does anyone out there have any ideas or tricks?
