The main reason is that if the vacuum lines break and the switch on the dash no longer works, you can still lock them manually with the hub locks and you won't end up stranded somewhere.

People that swap out the standard auto locking hubs on older trucks for a higher reliability rate.

The vacuum pulse hubs on the 99+ are usually reliable, but it was nice for ford to throw in the manual backup to help make that "superduty" badge more legit.
