locking hubs on 2005 250

My dad and I are wondering what the deal is with the manual hubs on his 250. His four wheel drive works just like mine, you turn the **** in the truck when you want to use it. put it in neutral for 4 low. So why on his truck do you have the option to turn the hubs to locked? 4 wheel drive works just fine with out them being locked.

Just in case you lose vacuum to them and they only work when locked in (like min, Doh). Just a manual over-ride.
