Well either your gauge is wrong or you're not getting all the moisture out. 29.0 inches of vacuum = 25,400 microns. Water boils out at 1500 microns. So you need over 29.0 inches to actually boil the water out. 28.6 is a bit short. Best practice is to get it down close to 500 microns and have it hold it for 15 minutes. If it rises above 1500 you still have moisture.
I agree with changing the drier anytime the system is open. That should be common practice although not everyone does it.

Never had a problem with mine cooling although we seldom see triple digit temps here. A few questions for those who do.
Does it not cool when moving down the highway or when sitting idling? Or both?
When it's idling it'll just blow in-cab ambient temperature air, when you're moving it'll get kind of cool, but not anywhere near cold. On the highway at 70 it's a little better but still doesn't satisfy me.
Have you put an a/c thermometer in the vent to compare to ambient temp?
Nope. Haven't tried that, I'll see if I can grab a couple of thermometers eventually.
When it's not cooling have you stopped and opened the hood and looked or felt the a/c hoses?
I'll do that tomorrow, I better write that on my forehead or something
Low side icing up or maybe not even cold coming out of the evaporator? Is the high side hose coming out of the condensor cooler then the hose going in? (Going in may be extremely hot so don't burn yourself)

I've done all the work on the truck, except first oil change, to my knowledge it hasn't been opened at all.
If your truck is new have to taken back to the dealer and what have they said?
They didn't even bother to look at it, just said it was normal when I asked about it. Some of my friends that have F150's have complaints that are pretty much identical to mine.

If all is clear check your freon presure with a good gauge set.
Post what you find and then you can go from there.

my 99 will freeze a side of beef in 100+ weather the only thing I did with mine is when I got it it was very low on freon so I vaced it down to 31 (I use a old freezer compressor with the suction side hooked up to the gauges pull the vac block it let it sit for 30min check it and draw nitrogen into the system to pressurize it to max pressure (check the book) Havnt done it in awhile but i think 150 psi hold it for 30min and then vac it down to 29-31 again let it sit for 15-30 min and shoot in the enviro chill freon and boy howdy I can hang side of beef in the cab
