Need some help with 02 HD

Im going to look at an 02 HD f150, and wanted to see if anyone could help me out with a few things. Im going to post the listing and what i would like to know is, well i guess, would you buy it? Its missing some aftermarket gauges, and the guy thinks it out of tune, but doesnt know much about it. Anyways, onto the ad.

It was bought with the intentions of fixing it up to enjoy, that was 6 weeks ago and it hasn't moved. So my lack of effort could be your gain. Here is what I know, it is has 88,000 miles. Fires right up and runs fine. Transmission shifts well through all gears. All power options, windows, moonroof, door locks, VIPER alarm, etc...work as expected.There is a three gauge pillar but two gauges were removed, there is an aftermarket boost gauge left though. The pulley is aftermarket and what I believe the main issue to be is that it did have a Tuner on it but was removed so the truck is tuned improperly. I've found some online and meant to purchase, but never go around to it.. KBB is almost $17k, would like $13,500.

opinions? what are things i should be looking for? how bad is it to have a after market pulley and no tune or tuner?

Considering it has had the wheels run off of it and hot rodded to death, I wouldn't want it at any price...unless you intend to completely rebuild it. But the asking price is about twice what it should be. This truck can be had for far less and it's clean:

It isn't bad to run it with the pulley, but those mods tell you it's had the pee run out of it.
