Actually, a vehicle can have a clean title but also have a salvage history.
I'm not sure how that state works, but here in MA for example, if you total your vehicle and then fix it it has a reconstructed title. If you then have it registered in VT, a state that doesn't use titles, and then re-register it in MA it's clean again. The title history gets wiped once the title isn't used in VT.
It's pretty time consuming and only works if you know someone in a non-title state, but you lose a lot of money in the resale of a salvaged vehicle. So for a dealer to do that i wouldn't put it passed them. Especially if they know someone in a non title state. Though mentioning the salvage history defeats the purpose of being underhanded.
