How do I replace the fog lights?

if you mean the bulbs, its what he said.
if you mean the entire assembly, then it depends on if you have an 99-00, or a 01-04.
01-04 have three little circular plugs (cant think of a better description word right now
). each plug has three little raised tab sections that spring outward and lock the foglight in behind the lower facia.
you have to get behind there and push in the little raised tabs on each plug until you can push that plug piece back forward through the facia.
once you've done all three, you are done, the fog light assembly will fall forward out of the facia/bumper.
