I think a lot of people are running the JLP 3" shackle on the 03-04 trucks. I think i might try them on my 01 and take a leaf out to get the 4" rear drop i want.

so would i be better off with my 2" shackles a just remove a leaf? Or should i get the h anger kit to achieve a lower drop?

I have an '03 with the JLP shackle. I used the 4" hole and I sit pretty level. I put a 2" shackle on it first and then removed them because you couldn't see any difference. I have no issues with ride quality or handling. Just remember you will have to flip the direction of the shim when you add the shackle. Hope this helps.
