I will say that it seems beyond dispute that the tune is far more important than the boost. There are plenty of fragged motors that were running only 4 lb pullies. The reason why a 6 lb pulley and above becomes Russian roulette is that the higher the boost, the harder it is to make a "safe" tune. But it still all comes back to the tune.
