I had mine replaced several times before i gave up and fixed the problem myself. I just removed the taillights and patched all of the openings inside of the fender with Duct Tape (i know it doesn't sound good). I put the tape on the inside of the recess for the tail light. It takes several pieces and you have to overlap them to get a good seal. This prevents water from directly spraying off of the tires onto the back of the tail light through the openings in the fender and I have not had any moisture in them for over a year of heavy Florida rains and puddles. Once you put the tail lights back in you don't see any of the tape!! I know this is a low tech solution but it works.
