The dealer replaced mine under warranty and gave me a new bulb also.
I think it depends on the relationship you have with your dealer or the parts department...
I told them I have heard of a lot of lights cracking and he called Ford head office to see if the problem was listed and nothing showed up... I think they crack due to heat build up and as soon as a bit of cold water or rain hits the lense they crack. Mine lasted 2000 KM before I replaced it.
They need to build a better fog light...
By the way I have 2001 lights..

I also had my fog lights replaced around 5000 miles. I noticed it just after a road trip. Dealer wanted to charge me, but I refused and they replaced them for free- just this once. Now I have two new fog lights on the shelf and two open holes where the fog lights were...
They didn't test the lights enough for taking road debris (@ 120mph)
Did you guys know that our cruise control still works at 120mph?

A pattern - YES - I've read threads elsewhere that this is very common - especially the 99 and '00 L's getting moisture (more like a gallon of water ) and the '01 cracking ... some people say temperature... I don't think that was the cause of mine...
Dealer should replace this the first time for free. Ford should kick the vendor *ss that make the fog lights!

hmm... let's investigate this...
I'm still wondering if it was an environmental stress crack agent. I used to work for a plastics compounder, and this was a major failure mode for these kinds of materials.
Question:
If you have had them crack - what cleaner did you use (soap/Windex/BlueCoral/TuffStuff/vinegar/etc...) ?
Same question for those who haven't had them crack.
