there are a few guys in the 10's. I think most of them are the tuners, but there are some others. Check www.nloc.net, they had a section that post 1/4mi times. I remember reading someone had 10.70's. No one is below 10's, and though I wouldnt say it is impossible, it would take ALOT of power as at that kind of speed, our truck's aerodynamics (or lack there of) really hurt it, as does it's weight.

As far as posted sub-11; I think Sal @ PSP post the lowest (10.73 or was it 10.23) on NO2. And I think all the tuners are sub-11. Haven't heard of any <10.

I would assume he has a tube frame chassis and the body is all fiberglass. I'm sure though that aerodymaics of the truck do hurt him, it's just that with 24lbs of boost on a stroked 351 among other things, he's making so much power that it helps him over come it.
