    Hey Frank - sorry for the delayed response but yes, they are the flares with the 3m tape. if you decide on these you'll get a set of screws to secure the flares as well. i had them painted and clear coated at a local body shop for ~$150. They really make the truck look complete. if you want any more info or pics feel free to email me (zscherrman@gmail.com). Thanks
