Hi
I can't help too much, but will tell you than the SWR meter is for transmitting issues only. Fixing a high SWR will not do anything for reception.
Sorry I'm not more help.

If you didnt already tune it that might be the reason.. and just so you know the mag mount will cause bubbling of the paint.. my buddy has had one for about 6months and already has some little bubbles appearing

To adjust the SWR you will need a meter, probably it is high, if so cut a very small amount off of the length from the bottom af the antenna. Most Radio shacks can help or at least reccomend some one that can. Talk to some truckers [local] they always know someone close by that can check and set it. usually SWR interfers with reception but if it is really bad then it could interfear with reception.

You more than likely have a bad coax or bad connection somewhere. Is it a brand new unit?

Yes you will get static on your channels. I would make sure that your coax is in good condition. Make sure no cuts or anything. Make sure you connection is tight in the back of the cb. I would pick up a swr meter. I think I trimmed a 1/4" of my lil will antenna.
