HID Intermittent lighting

Put the H13/9008 HID kit in. All works fine until it gets colder, less than 40 degrees F then the drivers side refuses to light. If I hold a hair dryer on the ballast for a few minutes, the light will fire up and be normal until the next morning. During the afternoon if temp is around 40+ it will light normally. The passenger side works fine all the time morning, day, night. I am thinking I have a bad digital ballast? Anyone had this happen before? Connections are clean and tight, ground is good. Bat voltage is 12.7 to 13.8 depending on engine running or not. Bulb will not light with engine running for higher voltage if it is colder than about 40 degrees. Frustrating as I have had the capsules replaced once and have swapped both sides with this problem and it is always the driver side that won't light is why I am leaning towards a bad ballast.
