My horn got to where it would only work intermittantly.Of course it worked everytime I had it at the dealer (under warrenty). Since two things are not working I would check my fuses. Your manual in the glove box will tell you where they are located. One set under the dash and one under the hood. Sorry but that is the best info. I can give. Still not a clue on my horn. It is working now. Good luck.

It is my understanding that the clock spring is a pretty simple fix. I belive you have to pull the airbag module out and then possibly pull the steering wheel off. From there it's probably just an electrical connection or two and a couple screws. I've never done it, though so don't take my word for it.
Start with your fuses though.

hey vspecialized my horn died last week also. press the horn and listen for the relay click in the underhood box.if its clicking evertime the actual horn is probably dead. 15$ at autozone. unhook ot and have a friend press and check for the 12 volts at the connecters.hook the horn right to the battery doesnt go off there is your problem.as for the cruise control not sure on that one. juts doublecheck all fuses. i have a 97 150 and the fuse for the horn is a little fuse. the relay is the little black box looking thing. you should have 3 that all look the same.what motor do you have?? 250 right?? 5.4 or a 5.8??

the 5 prong thing is your relay. press the horn and listen for that thing to click.stand outside the truck and reach around to hit the horn and listen. id it clicks its prpbably ok and the horn itself is dead. if there is no click then the relay is dead or there is a problem in the steering wheel contacts.

My 01 screw had this exact problem, and Ford had a recall on it. This could cause your truck to catch on fire. I forget how it worked but the cruise control module would some how have oil wick up to the plug and cause a short that would cause fire, can't remember why it effected the horn other than the harness all running the same stuff was effected. Important to check into, perhaps you may save some cheese.

Any symptom related to the horn or the airbag CANNOT be related to the issues with the cruise recall. Other than verifying and if needed, having the recall performed, look elsewhere for the fault.....
