Troubles with 4x4 vacuum solenoids

I have a 1998 F150 4x4 Lariet. I was having difficulties with the 4x4 not engaging last year so on some advice I lubed the shift fork actuator and corrected the problem. It started doing that again this year so I did the same thing but to no avail. I have now got it down to the electrical portion of the vacuum solenoids. Does anyone know how this works. I have 12 volts coming into the solenoids at all times no matter which way I put the 4x4 rotary switch. Should it not short one of them out and allow the vacuum actuator to move the shift fork. when I jack up the truck and push the actuator to manually engage 4x4 it works but it immediatly comes back out because of the vaccum.
