It is most likely your vacuum actuator, I have had to replace both sides on my 05.
Assuming your vacuum hoses are connected and the system is otherwise unbroken, a simple way to test this is to crawl under the truck after it has sat (turned off) for several minutes (Truck should have been left in 2wd for this).
Locate the front half-shafts that connect to the spindle (i.e. where they meet the wheels) and try to spin them. You should not be able to turn them as the actuators engage when the system is off (no vacuum). If they spin, this is a good indicator that the actuator for that side is faulty. If they do not spin that's good, you can start the truck and then with the parking brake set and the truck in Park try again. They should spin freely.
