Rancho Quick Lift question?

i am removing the spacer, are the bolts part of the spacer or part of the spring tower. look at this see the bolts they seem to be part of the space and not part of the tower.

sorry at closer look these must just be longer bolts than the factory ones, my bad. Should have looked closer.
