push button 4x4 '94?

I have a 94 F150 with the push button 4X4 switch.It will shift into 4HIGH with no problems but will not go into 4LOW. Has anyone had this problem before or have any ideas what the problem is.

For the PCM to engage/disengage the low range, you must be stopped, foot on brake, and the shifter in neutral.
