That isn't a code I would associate with a no-start condition. So it may not be related.

Start with the basics of troubleshooting - fuel and spark.

Any other piece of this puzzle missing? Anything recently tinkered with that may be related?

I haven't done any tinkering lately on this vehicle.
the truck Will start with starting fluid but will not continue to run.
how should i trouble shoot the fuel system?
does the fuel system shut-down with a failed Canister Vent Valve Solenoid?
how can i get a map-drawing of the EVAP sytem?

That fault code has nothing to do with a "no-start" condition.

You need to start with the really basic stuff:

1. Is the Theft light flashing (shuts down fuel delivery)?

2. Do you have fuel pressure (use a gauge)?

3. Have you tried cracking the throttle (allows air into the system)?

Telltale signs of a failed fuel pump (generally). However there are other things that control it. When you turn the key to the run position, you should hear the fuel pump cycle on for about two seconds. If you don't hear that, you'll need to verify that power is going to the fuel pump. If voltage is present but the fuel pump doesn't cycle momentarily when the key is turned to the run position, replace it. If it is receiving power, report back for further details.

fuel pressure check. You'll need a decent scan tool to do it because they eliminated the fuel rail pressure check zerk.
