try this first.
Try resetting the computer. You do this by disconnecting the NEG battery cable and then turn on the head lights (this just helps drain all residual power). Let it sit for about 15 minutes. Turn off the lights, reconnect the battery cable, start truck. Let it idle for a couple of minutes, and then drive it around. The computer will "learn" your driving style and adjust accordingly.
It may take 100 or more miles for the compter to fully adjust itself to you. Some WOT runs on the highway will help too, just watch out for the cops!!
Not saying this will help any, but it will at least get you a baseline to work from.

98 F-150 crew cab???
I don't think Ford made F-150 crew cabs in '98. Maybe you mean super cab (3rd door on the passenger side). If so, 11 mpg is not normal. Try resetting the computer like Mitch suggested or look for some other problem. Both of my 5.4's averaged around 15 mpg, the same as my 4.6.

I get between 10-11mpg in my 97 F250LD Supercab 5.4L. I am going to try the computer reset tomorrow. I got the truck about 3 months ago, 44,000 miles and running strong. I gained some mileage with the tonneau, haven't figured out the mpg since, but it was like 10.8-11.2mpg without it.
Any other suggestions? Will replacing the factory Y pipe help? I heard there is a restiction in it where the pipes meet.

Are you guys guessing the mileage are are you really checking it correctly????
Fill the gas to the neck and use it down over 300 miles and refill till you see gas in the neck...
11 on the highway is to low...check exhaust for clog-age.
check the air cleaner and maf..have the codes read..do you need a tune-up???plugs only good for 50000...
I had a 5.4 xtra cab w3.55 auto 97...got 16 -17 on the highway...

BTW, it's not healthy to fill the gas until you can see it in the neck. It will get into the vent system and can overload the carbon canister. If I'm not mistaken, the manual says you should fill it until the automatic nozzle cuts off 2 or 3 times.
