Low RPM HP

Probably the three easiest things to do are:
1. Engine chip
2. Airaid or one of the other intake modifications
3. Aftermarket exhaust.
These mods will help increase low end torque but short of a blower, don't expect these changes to knock your socks off at low rpm's. They do, however, increase overall performance and give an even better throttle response than what these engines already have.

I had a 97 with the 4.2 5-speed. In my opinion, the flowmaster exhaust and FIPK were a waste of money from a performance perspective. However, when I swapped the 3.08 gears for 3.73 I noticed a BIG difference in performance, particularly off the line. Keep in mind I had the stock tires. If you go to a taller tire, even just a little bit, you begin to offset the benefits of a lower gear.

The exhaust and intake won't help you much under 2500 rpms. The chip might some. Changing the gears will help most but it does cost. You might consider trading up to a 5.4 truck. Depends on if you just want to snap away from the stop lights or if you want great milage on the highway as well. You can't have it all.
