Post Checking Vacuum

How do i go about doing this? My motor seems to have lost power near the mid to high rpms, which came after alot of work in the engin compartment was done. It seems like i can also hear the sound of air sucking.. i dunno if this is from the new K&N pifk or not. Is there like a meter i can buy and connect it to one of the hoses to test vacuum levels? Could a dirty MAF sensor be the problem.. Any help would be great.

Thanks Cpt
