Emergency Brake Not Working

I have a 2000 expedition, the emergency brake doesn't work. I thought it needed new pads, but when i went to do them, they were just fine. I then noticed that on the back of the backing plate were the e. brake cable attaches, it fell off the little lever. I put it back on the lever, but noticed that the lever is stuck. How can i unstuck it?

Sounds like a problem I had posted here recently. My Ford Tech took a hammer and pry bar to knock the levers back to release the pads. No disassebly required. The e brake is still serviceable but I plan to do the job myself when I have time. My dealer wanted $700 to completely rebuild the e brake system including cables.
