Brake Qustions on '05 SCREW 4x4

All, my '05 SCREW has made terrible noise since it was new when braking....sounds just like metal on metal. At 11K miles I got so fed up with the noise I took it into a Ford dealer and he said that I still had over 60% life remaining on the pads and changing them would be a waste of $$'s. Well, I have 20K on the truck now and am going to replace the pads (no matter what) and have the rotors turned.

Question: Is this common on the F-150's and is there a remedy? I'd like two things: 1) quieter brakes and, 2) less dust......any ideas?

Also, if you recommend a "low dust" aftermarket pad...please also indicate it's braking effectiveness when the pads are cold.....I put aftermarket pads on my Lincoln LS and they were terrible around town as they were not really effective until warmed up and on short trips they don't warm up.
